Competences:

• To develop and ensure effective harmonization, coordination, application and monitoring of strategies and action plans in the agriculture, food, forestry and rural development sector in Bosnia and Herzegovina;
• To provide precise definition of wider and more specific objectives of the Sector in the pre-accession period by way of strategic documents;
• Defining the results of the Sector with precise, reliable and measurable data;
• Defining a policy framework, policy measures and mechanisms, policy monitoring and evaluation mechanisms;
• Defining the objectives and indicators of the institutions responsible for data collection and evaluation procedures;
• Regular monitoring and evaluation of the implementation of strategies and assessment of individual policies, their efficiency, and their contribution to the overall objectives of the Sector in both financial and economic indicators,
• Providing guidelines for adapting measures that will be in line with the results of these analyses;
• Coordination of the application of all policy instruments and measures to ensure that they are in line with the strategies of the Sector in Bosnia and Herzegovina and relevant international agreements;
• Regularly reviewing and updating strategies and action plans in BiH in terms of monitoring the cycle in the EU, in consultation and agreement with the competent authorities in the Entities and the Brčko District of Bosnia and Herzegovina;
• Establishing and ensuring consistency and coordination of programmes, laws and other regulations, and measures in the Sector necessary for negotiation and fulfilment of the undertaken international obligations, including the fulfilment of all conditions relating to European integration at all levels of government.
• Coordination of the development of necessary measures and procedures for meeting international obligations and standards of trade related to the agriculture, food and rural development sector in BiH and their harmonization and integration in the EU;
• Ensure the establishment and development of the necessary mechanisms for consultation, communication, coordination and cooperation with authorities at all levels responsible for the efficient management of the agriculture, food, forestry and rural development sector.
• Improving and disseminating scientific knowledge and innovative practices for the agriculture, food, forestry and rural development sector in Bosnia and Herzegovina, in cooperation with other relevant authorities,
• Ensuring fulfilment, consistency and comprehensiveness of all reporting obligations, according to international agreements and domestic laws and other regulations related to the agriculture, food, forestry and rural development sector in Bosnia and Herzegovina;
• Preparation of annual reports on the state of the sector and ensuring effective coordination of inspection and advisory services in the field of agriculture, food, forestry and rural development.
• Directing and supervising the work of the BiH Veterinary Office and the BiH Plant Health Protection Administration, the Office for Harmonization and Coordination of the Payment System in Agriculture, Food and Rural Development of BiH;
• Coordination of activities with the Food Safety Agency of Bosnia and Herzegovina in order to ensure the effective development of BiH food safety policy implementation.
